According to an un-named FCC official, the finding is contained in an annual report that assesses competition in the pay-television market. The report is said to conclude that the cable TV industry has reached the so-called "70/70" threshold. The threshold is part of a provision of the 1984 cable act which states that when a cable network with 36 or more channels is available to 70 percent of households in the U.S. and 70 percent of those households subscribe to them, the FCC may "promulgate any additional rules necessary to promote diversity of information sources." The cable television industry strongly disagrees that the standard has been reached.
