No exactly certain what Cliff means here.

Many standards allow plug-ins; this has been an important source of innovation 
for the WWW.

DRM standards are a significant issue, as Richard pointed out. Agreeing on one 
is going to be difficult. But it may be possible to implement as a plug-in.
