I would sort of agree with that, but without making it sound negative. And it's not just about the auction revenues. It's also about making more efficient use of the spectrum.

The FCC is the spectrum manager. They manage what types of signals are allowed in which slices of spectrum. The FCC forbids anyone from transmitting FM signals in the AM broadcast band, or FM in the CB radio band, or AM signals in certain parts of the HF band reserved for CW. And they are getting ready to forbid transmissions of NTSC over the TV broadcast band. That's a legit function of the spectrum manager.

So that part I have no problem with at all. If TV had started as digital, no one would question whether the FCC could mandate that certain DTV signal specs be followed by TV vendors. The only difference here is that this slice was previously occupied by analog TV, and it must be cleared of that.

Similar to the UHF TV mandate of the 1960s, consider that as of some date back in the 1970s, the FCC mandated that *all* CB radios must operate over CB channels 1-40, 26.965 to 27.405 MHz, and with so much power and so much bandwidth, etc. etc. Previously, CB was only Ch 1 to 23. To me, all of this is legit.
