I think we're talking past one another. My point was only that if DVB-T
boxes have been sold at prices well below $100, and we've seen some
prices even below $50, then how do they do it? The IP fees in large part
apply to both.

Product Categories and Royalties

Under the DVB-T Patent Portfolio License, the party that offers DVB-T Royalty Products (Section 1.12) for "Sale" (Section 1.20) to the End User (Section 1.13) is responsible for royalties on DVB-T Receiver Products (Section 1.10) manufactured or sold in a country with Portfolio patents. Sections 3.1 and 3.2 of the License Agreement provide the schedule of royalties that apply to the sublicenses granted under Section 2. For each DVB-T Receiver Product (Section 1.10), Licensee pays 0.75 euro if it selects coverage under all DVB-T essential patents (hierarchical and non-hierarchical) or 0.50 euro if it selects coverage only under the DVB-T Non-Hierarchical Essential Patents. A Licensee that selects coverage under Section 2.1.2 of the License may make this election on a product-by-product basis, simply by reporting and paying the applicable royalty for each product (as provided in Section 3.2).
