Not to speak for Terk et all but how about improved antennas these days?  BTW - 
while I use cable in my LR, I use my roof antenna for the kitchen, and living 
in So Cal I keep the roof in case of emergency.

I'm afraid I must be very dense.

Your post began by indicating that broadcasters want to radiate more 
power.  Not counting filing expenses and more powerful equipment, the 
increase will, at the very least, raise their electricity bills.  Now 
you say they don't care about their off-air coverage.

To me, the two concepts do not add up.
