MPEG-2 TS is at layer 2. Any IP, be it v4 or v6, is at layer 3. This means that
the IP packets are encapsulated in MPEG-TS frames, as they are encapsulated in
Ethernet or in WiFi frames in your typical home or office nets.

DOCSIS runs over MPEG-2 TS, as do many or most satellite broadband links.
