The NAB is making a lot of noise about the FCC model for recovering spectrum from broadcasters via incentive auctions - essentially buying back some broadcast licenses using auction proceeds.
They are complaining that as many as 200 stations in larger markets might need to be shuttered.
This raises some interesting questions, made even more interesting given the recent spats between the networks and some station groups like Nexstar.
Which stations are most likely to sell their licenses back to the FCC?Will stations take the money and simply close up shop or move to Internet distribution?
Will stations take the money and negotiate deals to be carried on the multiplexes of stations that choose to stay "on-the-air?"
Given the large number of stations in major markets, how difficult will it be to recover 200 licenses, either via shuttering of stations, or deals to move stations to the multiplex of another broadcaster?
If the FCC establishes a "price" for a license, will they allow third parties to bid a higher price for the license?
