I wish to clarify that being "off" may or may not mean isolation from the mains supply. It is entirely possible to have remote command detection and mains (relay) switch-on using circuitry that draws sub uA currents from a back up cell. Such capability alleviates the concern that TVs and other equipment may accidentally catch fire when the owners assume they are electrically isolated from the mains.
