If this is instead turning into a way for new providers to break into the profitable urban and suburban markets, then there are backroom buddy deals being struck at the FCC.

John is right about the rural broadband issues. No so certain that the current FCC spectrum scavenger hunt will enable competition in urban and suburban areas - unless perhaps broadcasters dedicate some of the spectrum they retain for this purpose.

What is interesting and different this time around is that technology is making it easier and less expensive to deploy rural broadband. When the Rural Telephony rules were created the problem was the tremendous expense to run wires to consumers in sparsely populated areas. Wireless broadband can reach these consumers easily using available spectrum. The problem is that "BIG TELCO" is focused on the areas where most of the people are, which also are the areas where the spectrum is most congested.

My guess is that it will be new providers who deploy rural broadband services, perhaps with some government subsidies.

The push to recover more spectrum from broadcasters has almost nothing to do with rural broadband, however, this would not be the first time that the politicians and regulators use an unrelated issue as cover for their real intentions.
