So, basically an overbuild, for part of the spectrum - has all of the costs
of starting another competitor and doesn't provide good enough coverage to
replace licensed LTE spectrum. They appear to be chasing a mythical
rebuild of domestic ability to build network gear as well as thinking that
security lies at the network layer and not the applciation layer. So, you
get teh worst of all worlds in a timeframe that they have no ability to
meet.
