You would lose that bet. Both are highest during prime time.

That's when people watch the most TV, and the peak usage for all delivery
techniques- broadcast, MVPD and Netflix (and the other OTT services.

An all IP net would only be more efficient if EVERYONE wanted to watch
on-demand services. The reality is that much more than half are watching the
linear networks, when DVR time shifting is taken into account.
