Also (just my own view of the world...perhaps) remember, while Broadcasters have an "affiliate" relationship with the Networks for OTA 'delivered' to the home, the Networks would NOT like to be in competition with local Broadcasters in the portable/mobile environment. They are making their own deals with the Verizons, Qualcoms, etc's of the world for mobile deals. If Broadcasters were "doing" mobile using their OTA signal (no matter what modulation), I think that they would have to honor their affiliate agreements that allow Network carriage, and THEN they are competing against themselves (in a weird sort of way...). I think there is a reason that the Networks never sided with folks who want(ed) to see TRUE portability and mobility in the US OTA standard.
