Yup. They may not feel it is necessary to offer HBO Now to their broadband 
subscribers, who can buy it from Apple, et al, or they may prefer to offer a 
slimmed down bundle like Comcast, that includes local stations and HBO/HBO Go.

This is incorrect. They are not offering HBO Now. AND they are not blocking HBO 
Now bits purchased from another Internet middleman.

Wrong. ISPs are neutral. Content owners may not be, especially when the block 
some devices that can be used to stream their service.
