I just checked in a bare bones version of 29tsoc.xml

based on the text sections that we have proofread so far and some of the
frontmatter and backmatter sections from 28thos. It's probably not
enough to generate a HTML version yet, but it's a start.
FYI, I have some deadlines at work and a short vacation coming up, so I
won't be much help for a couple of weeks.
