Yes, Joe Dever does indeed own the copyright on all characters in The Deathlord of Ixia.

As for the illustrator, that is Brian Williams, who illustrated Lone Wolf Books 9-20 and 22-28. The front cover illustration, however, was painted by Peter Andrew Jones.
