It's not as much a presumption as a statement: IE doesn't handle parts of the Editor's Companion very well (look at how the Changes lists appear). Maybe the IE bugs would be possible to work around, I don't know, but since there are better working browsers out there, and since most of the more active volunteers are using those browsers anyway (I believe), no-one has put any effort into it.
