If the Steelers had recovered the ball in the end zone it would have been their

If the Patriots had recovered in the EZ, then it comes out to the 20. If they
recovered in the field of play, the ball would have gone back to the point of
the muff.

Can someone please explain to me the rule?
The returner muffs the punt - it goes into the EZ (I thought he was tackled in
the EZ and didn’t go out of bounds) yet NE gets the ball at the 20. Seems
fundamentally unfair.
I was waiting for Sterratore to come on and explain the situation but the
explanation never came.
