Hi Tom, CDEX is largely used for ripping (extracting) audio tracks from cd's into a folder on the hard drive of your pc. You can then transfer these tracks to an mp3 player or use CD burning software like Nero, to burn an audio CD of your own with these tracks. as robbie says, you can also use CDEX to get information like the names of each tracks and the number of tracks on CD. This is called CDDB (compack disk database) but you need an established internet connection to grab this information.
