Sabrina, from what I am hearing the service may be pulled or has been.
Apart from that I don't know why you can't use it properly.  But, I would
urge you to contact the developers of it as they may be best able to find
out why.  If you record a tweet you should be able to play it back to you.
Now, sending it requires you to wait a minute or two as it has to be
uploaded and when that is finished you are back in the tweet and pressing
enter again will send that and then people should be able to listen to what
you have tweeted.  Do be warned though that all audio is public.  Even a
direct message that you wish to attach audio to is public and that audio
can be accessed by anyone.
