I did look at this earlier, but it is really not viable. A patch set includes
not only the individual instruments, but also part key shift, key range and
maximim number of playable notes. It also includes the master volume, detune,
master key shift, and number of available parts.
Merging that lot sensibly would be 'interesting'!
