It is already technically posible to unmask a persons identiy even if
anonymising sodftwere or services are used, as an example the tor
network has been penetrated and wrongdoers discovered and appropriate
action taken.
to understand how unmasking is actually acheived would require a book in
itself to explain the possibilities so, to some extent the authorities"
are already deeply embbedded in the system.
by their nature most VPN services are compromised by virtue of the fact
tht a potential user is required to submit personal information (either
directly or indirectly) to the provider.
however I'm only skimming the surface of how your identity can be
compromised.
Turning to the legality of using such services it much depends where you
are operating from, currently it is NOT an offence to use vpn seercies
in the UK but this could change at any given moment. the question that
should be upper most on your mind is the purpose for which you intend to
use the service. and the changing political climate, todays acceptable
use could be tomorrows "criminal" activity.
bear in mind also that your service provider can generally determine if
you are using a proxy service ( especially so called hidden services),
and the very use of such services renders you as " a potential person of
interest" to the authorities.

My querie as to legality arose when I read about being able to access sites
anonymously and hide identities.
I wonder how much longer it will be before those in authority find a way of
stopping anonymous access of any kind?
