you can't configure outlook express, you have to do  it
manually, (manual editing).
with jaws its easy because you've got the FS clipboard. so for instance, if you go to the from field by pressing alt+1 and select that, then press ctrl+c to copy it to the clipboard. then go to the date field for example, and press windows+c to append. do this to all parts of the header you wish. then, append part of the quoted message to the FS clipboard. finally, format it approiatly in the message so it looks neat, then you are ready to go. if you need clarifiecations, contact me offlist in the method shown in my signature.
