If your PC has speech enabled on it.
Another way of doing this is via ITunes on your PC.
Start ITunes and then connect your phone to the PC.
Once in ITunes, click on the IPhone button and down the list there is a
section on accessibility.
It can be switched on from there.
IN this way it can be done without sighted assistance.

Hello Again
I took George's advice and visited the Vodaphone store this
morning. A very helpful lady sorted out the sim for me, but before
handing the phone back, apparently switched off voice over. Can
anyone tell me how I switch it back on?
I have tried 3 clicks of the home key with out success.
