you have to select the save as option, then theres a drop down list box 
where you can select the bit rate.

Hi all - got the Lame encoder doing it's stuff now within Goldwave! So, when
I open a file, and let Goldwave do it's first processing thing, then choose
to save it as MP3, it seems I have no choice from the save option, to choose
the sample rate; the default seems to be 128, and this for me is too high
for a spoken word file, which I'd rather save as 64 kbps mp3. Can this
change be made anywhere in Goldwave?
