[access-uk] High CPU Demand

Am I correct in assuming that within XP's Task Manger, when it says
"CPU" under processes, that it is referring to the percentage of the
CPU's fullest capability rather than the percentage CPU for
applications currently in use ?
I am surprised to see that the CPU under Task
Manager is at 100% for fairy long periods when I have virtually nothing on
the PC working.
