It's entirely possible that your CPU's usage could go up to 100% during what appear to be slack times. One reason is Indexing of the disk drive or drives. Another is a virus scan being performed. In theory it is possible to sort the Processes list by percentage CPU use in order to see what process is using useing the CPU, but it can be tricky since they can fluctuate and therefore reposition themselves in the list.
