Well, after I installed 3.8 over the version 4 I had installed in my haste.
Serves me right for jumping the gun.
A whole lot easier than I thought it would be.

In the main yes all I'd say is that the most accessible version to use is
skype 3.8 not the most recent version.
However if you go to
www.skype.com
and choose download skype it points you to 3.8 saying this is the best
version for visually impaired people to use.
Once it installs you create an account and essentially it work "out of the
box"
