[access-uk] Phone Sockets

Hi,
This could be seen as off topic but I could do with someone else's knowledge!

I have had broadband trouble for a while, when the modem is connected the phone crackles a lot. Just recently though there have been times when it has completely gone away and it seems there might be a loose wire where the wire connects to the phone socket. It isn't just as simple as move the wire a bit and the problem goes away, it can just go or come back without anyone seeming to have done anything near it although moving the wire where it meets the box certainly helps. Ok so my question:

The box just inside the house where the phone line first entres the house is about 2 by 1.75 inches, is white with 1 screw in the middle. This is an old box as a newer one would have the test socket where I could plug my broadband in to check it is the problem I think it is. I know that usually the internal wiring in the house from there to the phone socket is the owner's responsibility but is this still the case with having the old box?
