I think there is a facility on BT lines, which most of the other companies
rent, where if you hang up for more than a minute, the caller will be
disconnected.  It was for occasions when people accidentally ring you and
were, before this facility, keeping the line busy, which necessitated a call
to BT engineers to disconnect the call.

So, if it happens, hang up for a few minutes, make a cuppa, then check the
line. Well, with these scammers, just hang up and leave it, but if it's a
genuine accidental call, like my girlfriend does with her mobile in her
bag...

It's very simple the originator  of the call has control of the line until
they hang up, therefore he never hung up thus busying your line.   If you
have more than one telephone handset in your house you can test this
yourself, just ask a friend to call you and when you answer tell them to
hang on. Put your handset down and go to the other handset in your house,
pick up and your friend will still be on the line.

This is nothing new it has been this way ever since I can remember and I'm
quite old!
