Hi Kirsty,

In a word, yes.  What you normally require is the language
specific speech software.

You'll find an interesting item on, "Fluent Dutch" at,
http://www.magnifiers.org/speech.shtml which also mentions
other Dutch speech programs.

The introduction of a Unicode version of JAWS (6.1) should
make the use of alternative languages much easier to
implement, though I can't comment on where the other screen
readers are in terms of languages.
