Hi
Does this mean that the Dolphin operating environment supports all those
languages, or are we just talking about what the synthesiser can do? In JAWS
for example, the eloquence speech synthesiser can speak around 11 languages,
but this doesn't mean that you will get all of your messages, screen prompts
etc in that language.

hi George, a list of languages that are currently supported by dolphin
products is below:
uk English, us English, French, Greek, Dutch, Swedish, finish, German,
Croatian, check, Castilian Spanish, Italian, Danish, Norwegian, polish, Latin
American Spanish, Brazilian Portuguese, Malay, Chinese mandarin, Portuguese,
welsh, and Cantonese, there is also Arabic I believe being tested or it has
already been released.

In a word, yes. What you normally require is the language
specific speech software.
You'll find an interesting item on, "Fluent Dutch" at,
http://www.magnifiers.org/speech.shtml which also mentions
other Dutch speech programs.
The introduction of a Unicode version of JAWS (6.1) should
make the use of alternative languages much easier to
implement, though I can't comment on where the other screen
readers are in terms of languages.
