Hi, It is actually a registered data number, and is charged according to any standard 0845 number for Internet use. I can't remember if this is the same as other 0845 charges,as some differ. The actual access is provided I think by Tiscalli on the BlindUK pre-installed option. I researched this over a year ago, so may be incorrect on the specifics, however, I can assure you that it is not a premium rate number or charged differently to other Internet calls on this number.
