[access-uk] mailto problem

I bet this is a good old helpline stand-by, but here goes.
Clicking a mailto link ot emal someone on a web page or email message causes
I.E to launch repeatedly. The only way I have to get over it is to restart
before the mchine seizes up or press Alt-4 like a demon.
Also O.E. doesn't register as the default email client. I have often pressed
the Make default button in Tools/Options, but it doesn't have any effect.
I'm logged in as owner, though I don't have to physically log in or select
anything - just go to the Desktop automatically.
