Could’ve been. Manganese Dioxide is a known catalyst for HTP IIRC. With a 
reactive metal in the fuel like Al, it wouldn’t surprise be for the exothermic 
decomposition to provide enough energy to activate a reaction with the reactive 
metal.

There is a solid compound we used to get our 98%/HTPB/AL hybrid motors ignited 
spontaneously, we called it 'hypergolic paint'

. Eric Wernermont has the formula. It was gray in color, possibly manganese 
dioxide.

Why not hydrogen peroxide in monoprop or one of the various alcohols that it’s 
hypergolic with?
