I think dry mass probably correlates more strongly with cost than vehicle
volume does...
Certainly true, but Dunn's mass model ties the two together. He assumes a dry
mass of 25 tonnes plus, for engines, 2% of propellant mass (20 tonnes plus 3%
when the fuel is hydrogen).
