I think dry mass probably correlates more strongly with cost than vehicle
volume does...

It (Dunn's analysis of SSTO propellants) uses a
fixed-propellant-volume comparison, which seems a slightly odd choice
IMHO.

I think his point was that vehicles of similar size might be expected to
cost about the same.  So if your objective in looking at propellant
combinations is to find the one offering the lowest $/kg to LEO, it makes
some sense.
