When you mix solid propellants, you're manufacturing an explosive, at least, that's how it is governed in many jurisdictions.

Bi-liquids, on the other hand, tend not to run afoul of explosives regulations, but can, conceivably, run afoul of other, more "mundane" laws governing things like reckless endangerment, noise by-laws, creating a public hazard, etc, etc.

In some jurisdictions, you may need to have your setup approved under ASME boiler and pressure-vessel codes before you can actually use it.

If you live in the suburbs, and test your creations in the back yard, expect to run afoul of noise by-laws more or less immediately.
