It's a server at freelists.org that receives emails and re-sends them
to everyone on the list. Or if you're asking about the rules, the
main one is that the talk should be about amateur rocketry, and even
that is often stretched.
Anyway, a big problem with sugar -- likely the reason the announcer
prefaced the firing with "If there's a CATO..." -- is that it's
brittle. If a chunk of propellant breaks, it increases the surface
area, which increases the burn rate, which increases the pressure,
which makes it more likely to break further, further increasing the
surface area... and so forth until no practical casing can contain the
explosion.
This is why people use HTPB: it cures to, basically, rubber. But
sugar is a lot cheaper.
