It's a server at freelists.org that receives emails and re-sends them to

on the list. Or if you're asking about the rules, the main one is that the
talk
should be about amateur rocketry, and even that is often stretched.
Anyway, a big problem with sugar -- likely the reason the announcer prefaced
the firing with "If there's a CATO..." -- is that it's brittle.
What an unusual time to make that announcement though.
