It might be so, if there were a way to do it.
Bringing such modified second stages together, from *different orbits*,
doesn't take just a little bit of maneuvering capability. It takes lots
and lots and lots; the required delta-V can easily exceed what the stage
needed to get into orbit. This isn't a simple, cheap little add-on.
