With each agency already getting multiple billions of dollars per
years, this is only a modest increase.
And even if you think they've been doing a pretty miserable job, such
as with the botched test situation, it still makes sense. The US Navy
had a pretty poor showing at Pearl Harbor, too, and the proper
response was _not_ to defund them.
