These institutions were created and are funded by politicians, so
everything about them can be blamed on politics in one way or another.
But as far as recent political interference, if there's a good story
to be told, I haven't heard it. Dr. Anthony Fauci, lately a TV star,
has been the head of the NIAID since 1984, which is not the sort of
thing you'd see in a highly politicized agency.
If you want to get into conspiracy theorizing, you could spin one
about the health care agencies as well: a bad epidemic gives them more
power and funding, so of course they want to sabotage our response.
Not that I believe that one either. As the saying goes, "Never
attribute to malice that which can be adequately explained by
stupidity."
