Do you have an earlier version of JAWS installed? If so, you could close
JAWS 16 and go to the start menu with the Windows key. Then type in the
name of the earlier version of JAWS to open it. That will give you
speech while you uninstall JAWS 16 from the control panel. Then you can
install JAWS 16 again either from the DVD or by downloading it from the
Freedom Scientific web site. This is, of course, a guess on my part. I
suppose that if a tech support person couldn't uninstall it then you
might not be able to do so yourself. If you have the DVD I wonder if you
could use it to run a repair.

I've learned that my Jaws 16 is damaged and this is why I'm having so much difficulty with articles, or it's one of the reasons why. No one can help remotely with Tandem because of the damage that Carlos apparently inadvertently did. The person who is attempting to assist, is looking for a different program with which she can get into my computer to uninstall Jaws 16 and install a new Jaws program.
