Development of a Vocational Graduate Diploma of Access Consulting





The Construction and Property Services Industry Skills Council (CPSISC) has 
commenced a project for the development of a training and recognition pathway 
for access consultants to meet the requirements of the Disability 
Discrimination Act (Access to Premises – Buildings) Standards 2010. The 
qualification will allow people with other relevant qualifications and 
experience, such as architects, building designers, building surveyors and 
builders to acquire specialist skills in access consulting.





The introduction of the Disability Discrimination Act (DDA) in 1993, made it 
unlawful to design or construct a building that does not provide appropriate 
access for people with a disability. Despite the intent of this legislation 
there remained inconsistencies in the requirements and interpretations between 
the DDA and the Building Code of Australia. The tabling of the Disability 
(Access to Buildings) Standards 2010 in the federal parliament will address 
this gap.





The Disability (Access to Premises - Buildings) Standards 2010 clearly 
identifies a role for access consultants.  The effective implementation of this 
legislation creates a specific skill need for people qualified to provide 
advice to industry professionals designing, constructing and certifying 
buildings and to tribunals responsible for addressing disputes arising from the 
implementation of the new legislative requirements.





The Construction & Property Services Industry Skills Council (CPSISC) is 
conducting two workshops to validate the draft units of competency for the 
development of a Vocational Graduate Diploma of Access Consulting.
