We played as you initially described - you can remove Cossacks and
place them all the time in Odessa if you wish.
But to me that sounded a bit unfair so I now keep my own log what
cossack counter comes from where with the counter text as name of
province. But this is what I as Russia decided to do, it has nothing
with group (we never had this discussion).
