I had to respond to this and let you all know that I also was appalled by
this phenomenon when I brought my two boys on aliyah in 1993.  My younger
son was 11 years old at the time and registered in a public religious
school in Rishon Le Tzion.  So I see that this has not changed, and has
probably gotten only
worse.  I remember going to the Principal of the school on this issue and
met a polite but "I have no intention to change anything" attitude.  After
a couple of years of this, I ended up moving to Ramat Aviv because of my
job and found that in the regular public school there it was very
different and
I thank G-d that I had the courage to make the change.  It saved my son's
education.  I empathize with you and will help to raise awareness of this
issue in any way possible if you have any ideas.
