I had the same situation some time ago and was told exactly the same thing
by the principal, that the parent has the final say as to which hakbatzah
his\her child studies in.

I've been told by my principal that according to Hozair Mankal, a parent's
say overrides the school's assessment of in which level the child should
learn . I have a pupil who should sit in hakbatzah bet but a parent is
demanding he be in Aleph .Unless I I find some loophole or familiarize
myself with the teachers' side of the issue of placement of students, then
I'm worried this incident will lead to other parents demanding the same.
If you have any experience in this matter or know of our rights according to
hozair mankal, PLEASE let me know. I've been rakezet for over 10 years and
this is the first time I've come across this problem.
