[etni] Compensate the bagrut students this year

I would like to straighten out a few points.
My initial response to the summer modular exams was not very negative because 
this was the first time the new format was used.
I did stress, however that, in the light of the fact that there were several 
ambiguous questions, the graders would have to be flexible about the answers 
and accept different possibilities wherever called for.  This, however, 
apparently did not occur and several disgruntled graders were forced to 
discount "correct" possibilities against their will.
This is my main objection and I would like the grades to be re-assessed THIS 
YEAR.  Why should the students have to suffer?
In addition, we need more real and effective preparation when changes are made. 
 Projects were jammed down our throats and not enough time was given to 
preparing teachers for the new expectations etc.  I also believe very firmly 
that teachers should have more say about what and how they teach and assess 
students.
