The students who study in English Speaker classes should be part of the hours of the school. In the school where I work, these students have never had to pay extra for being in an English Speaker class and the class teacher is not paid by the parents. Remember it is essentially a regular class. By having parents pay for the class, the school does not have to provide teaching hours for English Speakers from the "sal shaot" that they get. Our students don't even have to stay after school for English Speakers since each shickva (sorry about these Hebish words) studies English at the same time. Unless you have a situation with only a minimal number of ES students there should be no problem with this. The teachers of the classes are the English staff of the school! Native speakers should teach. (actually must teach) I paid for years of English Speakers for my own kids- except for high school,, which if you think about it is pretty outrageous...Remember it is more convenient for a school if the parents pay!
