That depends on who your inspector is. I know that if I have given a kid/ kids a low yearly grade, and can prove that it was because slovenly work or work not done at all, or - on the other hand - high grades to a students who is conscientious and works really hard, my inspector will back me up to the hilt - as I assume all other English inspectors would, as well!
